What is the difference between a programming language and a markup language?
A major feature of scripting languages is that they needn't be compiled so that they are faster to modify and quickly check. Markup languages are completely different. They are designed not for general purpose programming, but for processing or presentation of text. HTML, XML, LaTeX are considered markup languages.
If you're going to say that HTML is a programming language, then you might as well include things such as word documents, as they too are based on ML, or 'Markup Language'. So, no, HTML is a not a programming language. It is called "markup" for that reason.
A typical PHP files will content commands to be executed in the server in addition to the usual mixture of text and HTML (Hypertext Markup Language) tags. However, PHP is Open Source and cross-platform.
R is a programming language and free software environment for statistical computing and graphics that is supported by the R Foundation for Statistical Computing. The R language is widely used among statisticians and data miners for developing statistical software and data analysis.
In the world of programming languages, sometimes you don't need the overhead and performance of Java, C#, C++ and other power tools. Sometimes a scripting language, or Swiss army knife, will do. Of Perl, Python and Ruby, only one was built from the ground up to combine scripting with object-oriented programming.
In reality, there are many different markup languages out there in the world. For web design and development, there are three specific markup languages that you will likely run across. These are HTML, XML, and XHTML.
PHP (recursive acronym for PHP: Hypertext Preprocessor) is a widely-used open source general-purpose scripting language that is especially suited for web development and can be embedded into HTML.
First, scripting languages are not necessarily interpreted languages. Some scripting languages such as Lua and Python can be either JIT-compiled or interpreted. And, as for the question itself: because C# is a scripting language, but Microsoft does a good job on making it not look as such.
Markup languages are designed for the processing, definition and presentation of text. The language specifies code for formatting, both the layout and style, within a text file. The code used to specify the formatting are called tags. HTMLis a an example of a widely known and used markup language.
MATLAB allows matrix manipulations, plotting of functions and data, implementation of algorithms, creation of user interfaces, and interfacing with programs written in other languages, including C, C++, C#, Java, Fortran and Python.
A scripting or script language is a programming language that supports scripts, programs written for a special run-time environment that automate the execution of tasks that could alternatively be executed one-by-one by a human operator. Scripting languages are often interpreted (rather than compiled).

Server-side scripting is a technique used in web development which involves employing scripts on a web server which produce a response customized for each user's (client's) request to the website. Server-side scripting is often used to provide a customized interface for the user.
