Simplified Chinese is used in mainland China (PRC) and in Singapore. If you are targeting Hong Kong, Taiwan, or Malaysia you would use the Traditional Chinese method of writing. Two different codes are used for computing in Chinese.
Is Chinese simplified the same thing as Mandarin?
Although the Chinese spoken in Hong Kong is Cantonese, they write in the same way as in standard Chinese (Mandarin), albeit in traditional (and not simplified) characters. When it is read aloud, however, the pronunciation is Cantonese, so it can only be understood by someone familiar with Cantonese.

Traditional Chinese characters are currently used in Hong Kong, Macau, and the Republic of China (Taiwan).
