What does it mean when an app says in app purchases?

In-app purchasing refers to the ability of a smartphone or mobile device to facilitate the sale of products or services within a specific application or "app." Many in-app purchases occur in games, where users are able to purchase virtual goods for the game through the app itself.

On Apple's app store, you pay a $99 subscription fee per year and can post as many apps as you want. That is if you are doing it as a single developer. If it's a company then it's $299. For the Google play store, I paid $25 to get a developer account and that's all I needed.
