Is the positive or negative the ground?

It depends on the situation you refer to.The ground in a DC battery circuit is the negative point(-).The - of the battery is the most negative because there will be located more electrons, who,as you said,flow towards the positive terminal in order to equalize the number of electrons of both points.

Keeping this in view, can you connect ground to negative?

It is often most negative than the other charge levels and therefore often connected to the negative terminal of a battery, but it doesn't have to be this way. You can easily have circuits that have ground (i.e. 0V), positive and negative voltages.
