Is data used when wifi is on?

Yes. Your cellular company (i.e AT&T, Verizon, etc) doesn't know how much data you use over wifi, and they will not bill you for it (obviously, there is some cost for internet in your house, but that is separate). When you are actively using the phone on wifi, iOS 5 will not use any cellular data.

Do apps count as data usage?

Phone calls do not count as "data" but do, obviously, count against the minutes on your plan. It is important to note that while connected to Wi-Fi, only MMS uses data. iMessage, Apps, mail, web browsing, etc, all utilize Wi-Fi over EDGE/3G/4G, while MMS does not, regardless of Wi-Fi connectivity.

Is WIFI faster than cellular data?

Cellular data service may be slower, the same or faster than Wi-Fi. However, 4G cellular may be much faster than public Wi-Fi or even home Wi-Fi with a slow DSL connection to the Internet.
