Do you have the right of way when backing up?

In a parking lot, drivers in the traffic lane have the right of way, so the driver who pulled out of the space is likely the majority at fault in the accident. A driver backs out of a space, into an oncoming car – Because both vehicles are moving, each driver may hold some responsibility.

Also, why is it safer to reverse park?

Reverse parking is about making the environment safer when the driver leaves the parking space. When reverse parking, a driver is going into a known space with no vehicle and pedestrian traffic. On the other hand, backing out of a parking space means going out into unknown and changing traffic.

Is it illegal to park on the side of the road facing the wrong way?

As you note, it also indicates that the driver was driving on the wrong side of the road when they parked their car. Usually this is because they spotted a parking space on the opposite side of the road, or pulled out of a driveway in the wrong direction. Whatever the reason, it's still illegal.

What is a reverse parking?

The reverse park is the one part of the driving test that makes you more nervous. Even when you've got your Ps, reverse parking can be a sweaty-palmed trial. No-one likes the feeling of trying to squeeze into a gap between two cars while cranky motorists bank up behind you.
